The National Skills Development Corporation (NSDC) is a not-for-profit public limited company incorporated under Section 25 of the Companies Act, 1956 (Article 8 of the Companies Act, 2013) on July 31, 2002. NSDC was set up by the Ministry of Finance as a Public-Private Partnership (PPP) model. Through the Ministry of Skill Development and Entrepreneurship (MSDE), the Government of India holds 49% of NSDC’s share capital, while the private sector has 51% of its share capital spent.
The goal of NSDC is to develop skills by creating catalysts for larger, quality, and profitable vocational organizations. In addition, the organization provides funding to create scalable and profitable vocational training initiatives. Its mandate is to enable support systems that provide quality assurance, information systems, and training to trainers academies directly or in partnership with NSDC skills training providers, agencies, and organizations that act as catalysts in skills development by providing funding. It develops appropriate models to enhance, support, and integrate private sector initiatives. The focus of the segregation of the 37 sectors under the NSDC and the understanding of their realities will make each sector attractive for private investment.
What is the Mission?
- Upgrade skills to international standards by engaging in significant industry and develop the necessary frameworks for quality, curriculum, and quality assurance.
- Increase, support, and coordinate private sector initiatives to develop skills through appropriate public-private partnership (PPP) models; Efforts to engage in significant activities and finances from the private sector.
- Play a ‘market-maker role by raising funds, especially in sectors where the market system is dysfunctional or absent.
- Prioritize initiatives that may have multiplier or catalyst effects as opposed to One-off impact.
What is the Purpose?
To contribute significantly to the overall goal of building the skills of the people in India, primarily to build and fund private sector initiatives in skills development programs.NSDC supports initiatives that could potentially have a multiplier effect as opposed to being a true operator in this space. In doing so, the industry seeks to engage in all areas of skill development.
The approach is to develop partnerships with multiple stakeholders and, based on current efforts, take a lot of initiatives directly or fake efforts that are currently underway. To increase the efforts needed to achieve the goal of scaling / up-skilling 150 million people, NSDC strives to:
- Develop low-cost, high-quality, innovative business models.
Significant private investment attraction.
- Ensure that its funds have a larger “repurchased” loan or equity than the grant.
- Create leverage for yourself.

What key roles, NSDC does play?
- Financing and Incentives: This is a key role in the near term. These include financing in the form of loans or equity, providing grants, and supporting financial incentives to select private sector initiatives to improve financial viability through tax breaks, etc. (for-profit private, non-profit industry association or non-profit NGO)). Over time, NSDC is keen to build stronger effective business models and reduce its grant-making role.
- Enabling support services: A skill development institute requires a lot of input or support services like curriculum, faculty training standards, quality assurance, technology platform, student placement process, etc. NSDC plays a significant active role in these support services, most importantly in establishing quality and recognition systems in partnership with industry associations.
- Shaping / Creating: In the near term, NSDC will actively develop and accelerate the greater participation of private players in skill development. NSDC will identify critical skill groups, create models for skill development and attract potential private players and assist in these efforts.

National Occupational Standards (NOS) An individual must specify the standard of performance when performing an activity in the workplace, as well as meet a standard on a regular basis with knowledge and understanding.
Each NOS defines a key function in a task role. Each NOS must be a short and readable document, usually no more than five or six pages (some contain only one or two). In their required form, NOS describes functionality, performance, and knowledge/understanding values.
WHAT IS PMKVY?
Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is the flagship scheme of the Ministry of Skill Development & Entrepreneurship (MSDE) implemented by the National Skill Development Corporation. The objective of this Skill Certification Scheme is to enable a large number of Indian youth to take up industry-relevant skill training that will help them in securing a better livelihood. Individuals with prior learning experience or skills will also be assessed and certified under the Recognition of Prior Learning (RPL).
Pradhan Mantri Kaushal Kendra
Vocational training needs to be made aspirational to transform India into the skill capital of the world. In line with the same, the Ministry of Skill Development and Entrepreneurship ( MSDE ) intends to establish visible and aspirational Model Training Centres ( MTCs ) in every district of the country. NSDC is the implementation agency for the project.
The model training centers envisage to:
- Create benchmark institutions that demonstrate aspirational value for competency-based skill development training.
- Focus on elements of quality, sustainability, and Connection with stakeholders in the skills delivery process.
- Transform from a Mandate-driven footloose model to a sustainable institutional model.
India International Skill Centre (IISC) Network
India is a young country with 65% of its population under 35 years of age. This demographic dividend presents an opportunity to create highly skilled workers around the world, especially for countries that have a growing or declining national population.
To cater to the global workforce demand, NSDC actively pursues global partnerships with governments and businesses with the aim of
- promoting global mobility,
- strengthening the Indian skilling ecosystem, and
- sharing of knowledge with other developing & developed economies.
Funding Support and Capital Expenditure
NSDC will provide a concessional secured loan funding percenter, up to 75% of the project investment, to cover expenditure only related to:
- Training infrastructure including the purchase of plant, machinery & equipment
- Training aid and other associated items
- Civil work including setting up prefabricated structures and retrofit existing structures
The sustainability of the centers will be assured against dedicated training numbers under Pradhan Mantri Kaushal Vikas Yojna (PMKVY) or its successor schemes (any other scheme under MSDE or NSDC). Each PMKK will be assured a training mandate for three years, under the PMKVY scheme, as per common norms, subject to the capacity and utilization of the center.

Implementation of the Seekho Or Kamao project
The Ministry of Minority Affairs (MOMA) has directed the National Skills Development Corporation (NSDC) to implement the Seekho Aur Kamao (Learn and Earn) project for J&K and the Union Territories of Ladakh. It has been tasked with developing the skills of 10,000 candidates from minority communities in the two Union Territories. NSDC, through its selection process, has provided training numbers to selected training providers and the training is likely to start from the end of February.
Seekho Aur Kamao (Learn and Earn) is a scheme implemented by the Ministry of Minority Affairs since 2013-14 and aims to develop the skills of minorities. The scheme requires upgrading various modern/traditional therapeutic skills depending on the skills of the minority youth, current economic trends, and market potential, which can enable them to find suitable employment or equip them with self-employment skills.
Purpose and Project goal:
- Reducing the unemployment rate of minorities during the Twelfth Plan period.
- Preserving and updating the traditional therapeutic skills of minorities and connecting them to the market.
- To improve the employment of the existing staff, drop out of school, etc.

A Rozgar Mela is an event where several recruiters and job seekers come together for the purpose of applying for a job and interviewing. More precisely defined is that a Rozgar Mela is an employment strategy to quickly track meetings of job seekers and employers.
Rozgar Mela is usually held in large gatherings with booths for each employer. There is a table in front of each booth which displays the brochures and information about the company.
